CMES Seminar: Between War and Peace: Governance and Political Authority in Yemen.

This talk explores how governance arrangements formed during ongoing conflict shape prospects for peace, focusing on Yemen as a case situated between war and peace. It examines how struggles over political authority, legitimacy, and representation unfold within transitional governing structures while violence persists. Rather than treating peace as a post-conflict outcome, the presentation highlights how competing local actors use governance institutions to position themselves within an anticipated post-war order. International engagement, intended to support stability and peace, may inadvertently intensify fragmentation and constrain pathways toward a sustainable political settlement.
